§ SIR WILLIAM HARCOURT,in reply, said, that, in concert with his right hon. Friend the President of the Local Government Board, he had been considering the constitution of a small professional Royal Commission to inquire into this subject. The preliminaries were on the point of completion, and ho hoped the Commission would institute the inquiry very shortly.
