§ MR. TREVELYANThe further inquiries I have made into the the matter referred to in the Question of the hon. Member have satisfied me as to the necessity for the presence of two Resident Magistrates on the occasion. The case was an important one, and it was thought necessary that there should be a strong Bench. The local Resident Magistrate, being required as a witness, could not preside.
