asked the Secretary of State for the Home Department, Whether it is true that Henry Neville, convicted of theft, was lately flogged in Wandsworth Prison for refusing to be photographed?

This is not a matter which comes within the powers of the prison authorities, because all cases of breach of prison discipline are dealt with by the Visiting Justices. In this case the prisoner, having refused to comply with the prison rules, was ordered by the Visiting Committee to receive 12 strokes with a birch rod.
