§ SIR THOMAS ACLAND moved that the Bill be referred to a Select Committee, and that, for this purpose, the present Order be discharged.

§ MR. PELLsaid, he understood that this was a blocked measure, and that, under the circumstances, no further progress could now be made.
§ MR. SPEAKERAccording to the Orders of the House, the Bill stands for Committee. I understand the proposition of the hon. Baronet (Sir Thomas Acland) to be that the Bill be referred to a Select Committee. It is open to him to make that Motion, because it does not advance the Bill a stage. If the House thinks proper to refer the Bill to a Select Committee, it would on the Report of the Select Committee be re-committed.
