asked the Secretary of State for the Home Department, If his attention has been called to a paragraph in the "Liverpool Daily Post," headed "Welsh Publicans and the English Language;" and, if he is aware of any Statute which makes a knowledge of the English language a necessary qualification for the holding of a publican's licence in Wales?
