Yes, Sir; a confidential Circular about mess expenses in the Militia was issued last March, and I hope it will have the desired effect. If not, a General Order will be issued. Of course, when Militia battalions are embodied, they come under the provisions of the General Order of the 23rd of June. I may say that a Militia subaltern's total contributions to regimental funds will not be allowed to exceed £10.
