§ SIR CHARLES W. DILKESince I gave an answer to the right hon. Gentleman the Member for King's Lynn (Mr. Bourke) early this evening, I have received a communication from the French Government. I do not think it would be desirable for me to state its terms to the House; but I may say that it affords a prospect of as satisfactory an arrangement as is possible under the circumstances.
