HC Deb 16 February 1882 vol 266 c781
MR. O'SHEA

asked the Chief Secretary to the Lord Lieutenant of Ireland, Whether, previously to the arrests made last week at Miltown Malbay, county Clare, by order of Mr. Clifford Lloyd, the Lord Lieutenant and the Chief Secretary personally satisfied themselves of the existence of reasonable suspicion of crime, or of incitement to crime, in each case?

MR. W. E. FORSTER

Sir, the hon. Member is doubtless aware that I was not in Ireland at the time that these arrests were made. It was, therefore, impossible for me to be present at the investigations, which were in each case made by the Lord Lieutenant, who satisfied himself that in each case there was reasonable suspicion within the meaning of the Act. I can say further, however, that I have since received and carefully considered special Reports on these cases, and that I am quite ready to make myself responsible for the arrests.
