§ SIR CHARLES W. DILKEI stated yesterday, in reply to the hon. Member for Salford (Mr. Arthur Arnold), that the whole of the Powers had concurred in asking the Porte to issue a Proclamation. I could not read it, as it was too long, but it supported the Khedive and de- 1525 clared Arabi by name to be a rebel against the Sultan. As regards the second part of the Question, I may state that no Military Convention has been concluded; but, as I stated yesterday, the Porte has declared its willingness to accede to such a Convention?
