I have already stated, in reply to my hon. Friend the Member for Newcastle (Mr. J. Cowen), that all the Powers concurred in advising the Porte to issue a Proclamation declaring Arabi a rebel. The draft Proclamation has been submitted by the Porte to Her Majesty's Government. It supports His Highness the Khedive, and declares Arabi by name to be a rebel. The answer to the second Question, as to the Military Convention, is that the Porte has expressed its readiness to conclude one.
