§ SIR CHARLES W. DILKEI have already stated, in reply to my hon. Friend the Member for Newcastle (Mr. J. Cowen), that all the Powers concurred in advising the Porte to issue a Proclamation declaring Arabi a rebel. The draft Proclamation has been submitted by the Porte to Her Majesty's Government. It supports His Highness the Khedive, and declares Arabi by name to be a rebel. The answer to the second Question, as to the Military Convention, is that the Porte has expressed its readiness to conclude one.
