DILKEThe Portuguese Government have declined arbitration in this case on grounds stated in a Note which is still under the consideration of Her Majesty's Government in consultation with the Law Officers of the Crown. The Papers will be printed and distributed as soon as Her Majesty's Minister at Lisbon has received further instructions in the matter.
