asked the Under Secretary of State for Foreign Affairs, If the Papers on the City of Mecca case against the Portuguese Government will be in the hands of Members before the recess; and, if Her Majesty' Government intends to insist on an International arbitration?

The Portuguese Government have declined arbitration in this case on grounds stated in a Note which is still under the consideration of Her Majesty's Government in consultation with the Law Officers of the Crown. The Papers will be printed and distributed as soon as Her Majesty's Minister at Lisbon has received further instructions in the matter.
