§ (Mr. Chamberlain, Mr. John Holms.)
§ SECOND READING.
§ Order for Second Reading read.
§ Motion made, and Question proposed, "That the Bill be now read a second time."—(Mr. Evelyn Ashley.)
§ MR. WHITLEYsaid, he thought it was hardly fair to ask the House to pass the second reading without explanation, and at such an hour.
§ MR. EVELYN ASHLEYsaid, in the absence of the President of the Board of Trade he could give any explanation. The first part of the Bill entirely concerned financial arrangements between the Treasury and the Board of Trade in reference to the Mercantile Marine Fund, and the second part simply recognized what was already the practice.
§ Question put, and agreed to.
§ Bill read a second time, and committed for To-morrow.
