said, he wished to ask the Prime Minister a Question in reference to the Rules of Procedure. When the subject was last mentioned in the House it was understood that at a later period, and before the adjournment of the House for the Autumn, the Government would inform the House whether they intended to adhere to their proposition of a bare majority. Was the Prime Minister now in a position to inform the House?
