MR. GLADSTONEI have already stated that nothing should be done without the House having a full opportunity of expressing its opinion upon the subject. If my hon. Friend means to inquire whether the Executive Government, in their corporate capacity, will do anything to prejudge the opinion of the House or to limit its discretion in any way, I would say certainly not.
