asked the Secretary of State for War, If he will explain why some officers on full pay as captains and brevet majors in the regular forces, and holding appointments as adjutants of auxiliary forces, who, by paragraph 451, Militia Regulations, 1880, are entitled to receive brevet pay if appointed on or after the 22nd February 1871, were on application refused arrears of brevet pay accruing to them previous to the 1st April 1877?

In reply to my hon. and gallant Friend, I have to point out to him that the Warrant of 1877, which settled this question, only allowed these officers brevet pay from the 1st of April of that year. I myself have done nothing in this matter; and it would be unprecedented to disturb such a decision made by my Predecessor five years ago.
