§ MR. CHILDERSIn reply to the hon. and gallant Gentleman, I have to state that the question to which his inquiry points has been fully discussed; and that in the General Orders, which will give effect to the new organization, clauses will be inserted fully providing fur the equities of these cases. I do not think that I need, at the present time, give further detail as to a portion of the very elaborate scheme which will shortly be before Parliament.
