§ Order for Second Reading read.
§ MR. ERNEST NOEL ,in moving that the Order for the second reading of this Bill be discharged, said, the Solway Fisheries Act was a private one, but had been amended once or twice by a Public Act; and he had, therefore, thought it might be amended again by a Public Act; but the Speaker had informed him that this could not be done by a Bill introduced by a private Member. He therefore begged to express 1303 the hope that the Government would take this question into their consideration, and remove what was a real grievance in that part of the country.
