MR. GLADSTONEI am not desirous to see the practice established of putting Questions such as this on matters relating to Bills which happen to be before the House. Notice of two Amendments has already been given in connection with this subject, and as the matter is one which has many branches and considerations bearing on it, I would rather that it was reserved until the Committee stage.
