asked Mr. Attorney General, Whether the substitution of suzerainty for sovereignty in the Transvaal is to be effected by an Act of Parliament; and, if not, how the substitution is to be effected?

The Question is some-what premature. As far as I can anticipate, there will be no necessity to resort to an Act of Parliament for the purpose indicated.
