asked the Secretary of State for War, If he will state why the General Order to the Army, No. 62, of 1871, by which recruiting for the Foot Guards and Infantry of the Line was restricted to short service only (except for musicians), has been omitted from the two papers C. 2791 and C. 2817, which he laid upon the table of the House on the 4th instant, in explanation of his speech of the previous evening; both of which papers purport to contain a complete reference to all orders issued to the Army between 1870 and 1879, bearing on the question of long service and short service enlistment?

Sir, in reply to my hon. and gallant Friend, I must point out to him that the two Papers, C. 2,791 and C. 2,817, are the Reports of Lord Airey's Committee and General Armstrong's Committee. I have no authority to introduce into those Reports matter which the distinguished persons who constituted the Committees thought fit to omit.
