§ MR. SPEAKERaddressed the House as follows:—I desire to lay upon the Table certain Additional Rules, framed by me, in pursuance of the Resolution of the House of the 3rd February, for the regulation of the Business of the House, while the state of Public Business is urgent. They are designed to facilitate the consideration of the Supplies required for the public service, and I trust that they may be found effectual for that purpose.
