asked the Secretary of State for War, If he will consider the desirability of signalising the approaching Royal Reviews of the Volunteers of England and Scotland by conferring a medal or badge on all Volunteers who can show continuous service in the Volunteer Force from the date of its enrolment, twenty-two years ago, till the present time?

No, Sir; this suggestion has been considered; but it is not, in my opinion, expedient to adopt it. A star is already worn for every year's efficient service.
