MR. MARJORIBANKS

hoped the House would consent to the second reading of this Bill, which was not of a Party character, and would only affect the border counties of England and Scotland. It would remove inconveniences much felt, and would enable processes issued by an English Court of Summary Jurisdiction to be served in Scotland and Vice versà.
