§ SIR WILLIAM HARCOURTSir, the Government are ready to introduce a Bill upon this subject if there is an opportunity of doing so. In the actual state of the Notice Paper it will be impossible to introduce the measure at the present moment; but the Government are anxious to deal with this matter very much on the principle pointed out by the Commission on Metropolitan Police.
