asked the Under Secretary of State for Foreign Affairs, Whether he can lay upon the Table the text of the communication made to the Canadian Government by the French Consul at Quebec inviting Canada to join in a Commercial Treaty, and also Copies of the Correspondence that has taken place on the subject with the French Government?

Sir, Her Majesty's Government have been informed that the communication in question was not made by the French Consul General, but by his predecessor, in a private letter written after he had ceased to have any official character, and without any authority from the French Government.
