Motion made, and Question proposed, "That the Second Reading be deferred till Monday next."—(Mr. Chamberlain.)

MR. GORST

hoped that by Monday the Government would make an announcement whether the Bill was to be proceeded with or not. There was scarcely a hope that the Government could pass it this Session; but it would be a great relief to those Members interested to have the Government determination announced.

SIR R. ASSHETON CROSS

said, not only so, but it would be a relief to the whole commercial world, as was evident from the constant inquiries being made.
