Motion made, and Question proposed, That leave he given to bring in a Bill further to amend the Acts relating to the raising of money by the Metropolitan Board of Works; and for other purposes relating thereto."—(Lord Frederick Cavendish.)

desired to know what the proposed Bill was, as it seemed to him a very objectionable practice that the Government should bring in Bills for raising money—if the Bill were for that purpose—on behalf of the Metropolitan Board of Works.

LORD FREDERICK CAVENDISH

explained that some years ago the Metropolitan Board of Works were allowed to introduce Bills themselves for raising money; but latterly, in the time of the late Government, the Government had undertaken the introduction of these Bills in order to impose a check on the expenditure of the Board. The present Bill was absolutely necessary in order to continue works which were in hand.

Motion agreed to. Bill further to amend the Acts relating to the raising of Money by the Metropolitan. Board of Works; and for other purposes relating thereto, ordered to be brought in by Lord FREDERICK CAVENDISH and Mr. JOHN HOLMS. Bill presented, and read the first time. [Bill 204.]
