§ MR. SPEAKERaddressed the House, as follows:—I desire to lay upon the Table certain Rules, passed by me in pursuance of the Resolution of the House of the 3rd of February, for the Regulation of the Business of the House while the state of Public Business is urgent. I may have occasion to frame other Rules, from time to time, as occasion may require, which will also be laid before the House. I trust they may be found to promote the proper consideration of urgent measures, without unduly restricting the freedom of orderly Debate.
