asked the President of the Local Government Board, Whether, as the Lord President has announced the intention to refer the Rivers Conservancy and Floods Prevention Bill to a Select Committee, the Government will constitute the said Committee of Members of both Houses?

MR. DODSON,

in reply, said, that the Bill in question having been introduced in the House of Lords, the initiative in any proposal concerning it must proceed from that House. The Lord President had given Notice of a Motion to refer the Bill to a Select Committee of their Lordships' House, and, in doing so, no doubt he had consulted the wishes of that Assembly. He might add that there was no precedent for referring a Bill, of which one House was seized, to a Committee of both Houses.
