§ MR. WARTONsaid, he was not going to move the rejection of the Bill; but he wished to enter a protest against this course of proceeding. The Bill really made the Orders and Rules of Court, made by the Judges under other Acts of Parliament, equivalent to Acts of Parliament. Many of these Acts, or parts of Acts, were repealed by Orders made by the Judges, and, if he had time to do so, he could prove that. Another year he trusted that Bills of this nature would be brought forward in time for them to be discussed. At present, there was not time to pick them to pieces, and go through their clauses seriatim.
