asked the First Commissioner of Works, Whether he will cause to be placed in the parks a considerably increased number of free seats for the use of the constantly growing number of the working classes who use these health resorts; and, whether he can state by whose authority the parks are used as a source of profit, by the letting of chairs for hire in those public places?

Sir, there is provision in this year's Estimates for a considerable addition to the number of seats in the parks—136 will shortly be placed in Hyde Park and St. James's Park. The chairs are let out under licence from the Office of Works, renewed annually, and I do not think it advisable that any other arrangement should be made.
