asked the President of the Local Government Board, "Whether, having in view the loss and inconvenience caused to Surveyors of Roads by the repeal of the 13th and 14th Vic. c. 99, by which owners of small tenements have been liable for payment of Highway Rates, he will not reconsider his decision, announced on 19th July, and bring in, at the commencement of next Session, a short Bill to place the owners of small tenements in the same position as regards Highway Rates as they now are as regards Poor Rates, instead of waiting for a larger measure which might give rise to long debates?

Sir, on July 19 I stated that I hoped to deal with the making and collection of rates next year. Should this be found impracticable, I shall not be indisposed to consider the propriety of bringing in a Bill to place the owners of small tenements in the same position in relation to highway rates as they stand in regard to poor rates.
