asked the Under Secretary of State for the Colonies, Whether in the instructions sent to the Commissioners for the settlement of terms with the Boers, provision has been made for the due consideration of the payment of the loan taken charge of by the British Government, which has since paid the interest and provided for the sinking fund, and for which the Crown Lands were specially hypothecated; and, whether, in view of the declaration that the British Government would never give up the Transvaal, which caused the bondholders to consider their investment as guaranteed by our good faith, Her Majesty's Government will, under the present conditions, continue to protect their rights?

This loan has not been taken charge of by the British Government, and that Government has neither paid the interest nor provided for the sinking fund. The Commission, however, has been instructed to consider what arrangements should be made with reference to this loan and to the other debts of the Transvaal Government.
