asked the Under Secretary of State for Foreign Affairs, If Her Majesty's Government, in conjunction with the Governments of the other Great Powers, have considered, or will consider, the desirability, as the most efficacious, if not the only practical, mode of giving effect to the Sixty-first Article of the Treaty of Berlin, of trying to obtain for Armenia an administration similar to that which has worked so satisfactorily in the Lebanon?

As I have stated on a former occasion, it has been considered advisable to postpone discussion on reforms in Armenia until the settlement of the Greek Frontier Question. When the proper time arrives Her Majesty's Government will be ready to consider any proposal that appears likely to bring about an improvement in the condition of the Armenian subjects of the Sultan.
