WARTONasked the Secretary of State for the Home Department, Whether his attention has been called to the statement of Mr. Superintendent Green in the Report of the Commissioner of Police of the Metropolis for the year 1879, to the effect that during that year twenty-nine accidents were occasioned by tramcars; that of that number twenty-five (four of them fatal) took place on Sundays, and that alarm bells are not attached to the horses on Sundays; and, whether he has the power; and, if so, whether he has the intention of taking any steps to permit or enjoin the use of alarm bells on horses attached to tramcars on Sundays?
§ MR. ARTHUR PEELThe use of bells on tramway horses is a matter entirely at the discretion of the Companies. Neither the Secretary of State nor the Commissioners of Police have power to make regulations as to the mode in which the Tramway Companies shall conduct their traffic. I may observe that many complaints have been made against the Companies for the annoyance caused by the use of bells, which, I apprehend, are not used on Sunday in deference to the general feeling.
