Sir, it would be impossible to legislate in the direction alluded to by the hon. Member during the present Session, as the time for giving the requisite notices has passed, and I have not yet had time to make myself acquainted with the merits of the case. I will, however, consider the Papers in the course of the next few days; and if the hon. Member will repeat his Question a fortnight hence I shall hope to be able to state whether the Government intend to legislate in this matter next Session,
