§ VISCOUNT SANDONSir, no evidence was taken down on the spot by the Commission that made inquiry as to the proposed new regulations for lights for fishing vessels. I am informed by the Commissioners that the most important evidence they had was in the form of conversation with the fishermen and a personal inspection of the boats and the lights. It is not in my power, therefore, to meet the wishes of my hon. Friend, which otherwise I would have been glad to do.
