TALBOTSir, the recommendation referred to in the Question of the hon. and learned Baronet has not been lost sight of at the Board of Trade; but, looking to the amount of Business which the Government have already undertaken during the present Session, they do not consider that it would be practicable to introduce a measure upon this rather complicated question with any hope of bringing it to a successful issue.
