§ MR. VANS AGNEWsaid, that when he named that day for going into Committee, it was not with the intention of making any Progress so soon after the second reading. There were certain alterations proposed to be made in the Bill, with regard to which he had been in communication with the Lord Advocate, the hon. Member for Forfarshire, and other Members interested in the subject. He had every reason to believe that the terms proposed to be introduced would be agreed upon in the course of the week; and, if the House would allow him, he proposed that the Bill should go into Committee pro formâ.
