MAC IVERasked the First Lord of the Treasury, Whether, seeing that the Borough of Northampton contains a considerably smaller number of electors than the Borough of Birkenhead, which is represented by one Member only, the Government will consider the desirability of at once bringing in a short measure for the partial disfranchisement of Northampton, and for according an additional Member to Birkenhead? He wished to add that he had received a telegram stating that the population of Birkenhead, at the present moment, was between 90,000 and 95,000.
