I beg to ask the Under Secretary of State for Foreign Affairs a Question of which I have given him private Notice, Whether his attention has been called to a statement in The Standard of to-day, to the effect that the British Fleet is under orders to proceed to Besika Bay; and if the statement be true, what is the object of that measure?

My attention has been called to the statement referred to; and although this is a question which ought to be rather addressed to the Admiralty than to the Foreign Office, I think I may say that there is no foundation for the statement.
