Galloway has been appointed Peruvian Consul by President Pierola, subject to the exequatur of Her Majesty's Government; and, whether he is aware of Mr. Galloway's connection with the equipment of the steamer "Talisman" for her piratical descent upon Peru; and, if not, whether he will take steps to acquaint himself with Mr. Galloway's connection with that transaction before the exequatur is granted?

DILKEYes, Sir, it is true that Mr. Galloway has been appointed Peruvian Consul at Liverpool; but Her Majesty's Government being informed that he was concerned in the equipment and despatch of the Talisman in 1876 to aid the insurgents in their attack on the Government of Peru, an exequatur has not been granted to him, and the matter is under the consideration of the Government.
