§ MR. PARNELLI rise, Sir, to Order. I wish to know whether an hon. Member is in Order in giving Notice of a Question to another hon. Member of this House which does not refer to a Bill or Motion before the House?
§ MR. SPEAKERIt is a Rule of this House that a Question addressed to a private Member must refer to a Motion or Bill before the House; therefore, a Notice of the kind offered by the hon. Member for Louth is clearly irregular.
