asked the Under Secretary of State for Foreign Affairs, Whether Her Majesty's Government propose taking any steps to convoke the meeting of an International Commission at Constantinople to consider the financial condition of the Ottoman Empire, with special reference to the claims of the Russian Government and of the holders of bonds of the Ottoman Public Debts?

I do not think I can give the hon. Member any further information on this subject than is contained in the Instructions to Mr. Goschen, which have been recently laid before the House. It is there stated that— It may be a question whether the Powers should not call for the appointment of a Financial Commission, such as is indicated in the recommendation recorded in the 18th Protocol of the Berlin Congress.
