§ THE ATTORNEY GENERAL (Sir JOHN HOLKER),in asking for leave to introduce this Bill, said, he had on previous occasions explained, at considerable length, the scope and object of this measure; and, therefore, he did not now propose to detain the House with any explanations of it. If the House would allow it to be introduced and subsequently to be read a second time, it was the intention of the Government to refer it to a Committee.
