THE ATTORNEY GENERAL (Sir JOHN HOLKER),

in asking for leave to introduce this Bill, said, he had on previous occasions explained, at considerable length, the scope and object of this measure; and, therefore, he did not now propose to detain the House with any explanations of it. If the House would allow it to be introduced and subsequently to be read a second time, it was the intention of the Government to refer it to a Committee.
