§ MR. BOURKESir, negotiations are going on between Her Majesty's Government and the Chinese Government upon this subject. We have received several communications lately from Sir Thomas Wade. The negotiations are not yet completed, and, of course, until they are completed, it would be premature to state their purport to the House.
