§ SIR CHARLES W. DILKEMy attention has been called to the letter in question, and I have little doubt that that letter was written by Musurus Bey, the Turkish Charge d'Affaires, under orders from Constantinople, without immediate reference to, and probably without knowledge of, the statements which have been made in this House. I can only say I have nothing to add to what I have previously stated.
