§ THE CHANCELLOR OF THE EXCHEQUERSir, the Government have not yet been able to consider these recommendations; but if they should propose to apply them, undoubtedly an opportunity will be given to the House to express an opinion upon them, because it will be necessary to submit a small 1240 Vote as a test of the opinion of the House on the subject.
