asked the Secretary of State for War, Whether he will be able to lay upon the Table of the House, at an early date, the Rules promised by him and by the Home Secretary on Thursday last, which are intended to restrict for the future the use of Courts of Inquiry, and to prevent their being employed for the investigation of Military offences properly triable by Courts Martial; and whether he can do so conveniently before the discussion on the Army Discipline and Regulation Bill terminates?

in reply, said, he would lay the substance of the Rules upon the Table of the House before the debate on the Army Discipline and Regulation Bill closed.
