§ MR. DILLWYNsaid, he was one of those who thought that it ought to be a Standing Rule of the House that no Bill should be read a second time which had not been printed. He remembered a case in which a Bill introduced in this way had been read a second time, and which, having been sent to the House of Lords, had been the cause of considerable difficulty.
§ MR. A. F. EGERTONreplied, that he had seen the Bill in print, and that it would be circulated on Monday.
